The Former President's Progressive Warning Overlooks Europe's True Danger: Technological Stagnation.

Donald Trump's security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "woke" agendas pose an grave threat to the continent's identity. Yet, this argument is based on a serious misreading of the situation. The true danger confronting the EU is not societal but economic and technological backwardness.

The Stark Economic Gap Between the US and Europe

Statistics reveal a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Currently, about 50% of the global 50 largest technology firms are American, while only four are from Europe.

The Technological Shortfall: The Core Question

This widening disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of global tech dominance is decidedly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with just 14 in Europe.

This gap prompts a vital issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is the EU stand? Experts widely concede it is essentially a two-horse race between the US and China, with Europe starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. Europe has yet to establish a genuine capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A American entrepreneur can launch a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to advance serious reform. Notable reports on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable far greater degrees of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality human capital, excellent education systems, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation technologies, it can still significantly boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
