Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.
Persistent Threats
Following this, a automatic firearm fired at a aerial vehicle somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until situations evolve in its favour.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
